from Warehouse > Schedulers, click on "Run Schedulers"

this wizard computes all the procurement orders and creates manufacturing or purchase orders.

there's also a scheduled action ("Run MRP Scheduler": Configuration > Technical > Scheduled Actions) that you can activate instead of run the task manually.
