I'm currently running OpenERP on lubuntu. Is it possible to restore the current instance(complete db, settings, modules etc) to another PC/Server running either Linux or Windows?

Yes.
The version of PostgreSQL and OpenERP need to match.
You need to copy over any modules that were written after the lubuntu install was done, re-apply patches and re-apply any other source code changes.
It is possible to upgrade the lubuntu OpenERP system to the most current 'release' of version 7.0 and use the same current release to do the new install. If you installed on lubuntu via bzr branch or check out, then you can also install the same revisions on Linux/Windows.
