odoo enterprise has differ pricelist from region to region my question is there are any limitation if I buy users from specific region then one of users uses odoo from another region?

The prices are dependent on where your business is located, not where your users are located.
If the majority of your users are located in a different country then it's best to reach out to sales to figure out the best pricing list for your business.
