My customers have odoo v8 community edition and they want to migrate to odoo v13 community or enterprise.
Is there a migration tool or any way to do it?

You can use the openupgrade module (https://github.com/OCA/OpenUpgrade) from OCA to do that!
For data migration you can use Talend Data Integration : Data integration software used to connect, view, and transform all types of data
