What else should I be checking?

We are using the HR Recruitment module.  It has a Kanban board functionality, to which we've added multiple stages.  For reasons that are still unknown to me, stage 2 (or sequence 1 if you start counting at 0) does not appear to be trying to send emails, even though we have specified a person in the To field, and the CC field.

I've tried creating a new Email Template, no change.  Cloning an existing template, no change.  Email is working just fine on other stages.

I see no visible errors.

I've confirmed STMP functionality is working as expected.

The logs that I have checked so far don't show any obvious causes.

sudo tail -100 /var/log/odoo/odoo-server.log

Odoo 13, on Ubuntu, just updated to the latest nightly build, no change.

Are there any other log file I can check?
