Is it possible to enable both Odoo and Email notifications instead of choosing one option?

It can't be done by Odoo out of the box. These option was prior to 11.
It needs customization, please check the below GitHub link:

You can search in Odoo apps. Here one of the paid apps for 14.0 and earlier
