Is there any built-in functionality or recommended tools to migrate our existing website over from another platform like Duda, Wix, etc. to the Odoo platform? Or do we have to redevelop our website from scratch within Odoo

There is no conversion tool from Odoo to get your current non-Odoo website into Odoo, thus you will have to recreate the website in Odoo.
CMS differ greatly, many don't incorporate the features available in Odoo or vice versa. Plus, many CMS support 3rd party addons - Odoo couldn't possible keep track of every custom module and have it incorporated in a conversion tool. However, it may be a topic worth suggesting to https://odoo.com/help, because I too can see the appeal of being easily able to, let's say migrate a WordPress Website with low effort into Odoo.
