Can Analytic accounts be assigned to employees, that is, assuming that this is a donor funded institution where payroll is supported by different donors and percentages are split amongst the respective donors. 

In such an institution also where both Local and Expat salaries are taken into consideration, how is the system able to prepare payslips separately, that is local staff payroll separately from the expats. Additionally, how are the journal entries considered in the Accounting application where 100% of transactions are recorded in local currency but the base currency is in USD.

In this situation also it is expected that reports and data can be extracted in both local and base can be pulled in the respective currencies at any point in time.
