When we add users through Human Resources, they do not show up in Projects when you try to add a team. Only users created through Settings>Users show up in there, how can we fix this?

Xavier,
Check your user is associated with employee.
Open the Employee record for that user and check if you haven't assign user for that employee than that employee will not appear on team.
