How to define user groups?

Question

Hi, im noob un odoo and in my new job, they are implementing odoo v13.
I need to create diferent user groups to define access rigths and record rules... but the documentation about this in the odoo web page isn't clear.
Please, if somebody know about docs or tutorials about this topic, i will thank you.
