1. as Midhun has already mentioned, Odoo sh offers you the option to import an existing database (see https://www.odoo.com/documentation/18.0/administration/odoo_sh/getting_started/create.html)

It is important to note that you can only import databases that are still in the supported versions (i.e. the last three major versions at the time of import). Sub-versions are also not taken into account (e.g. 17.x)

2. If you already have an Enterprise Subscription from Odoo, you can migrate to Odoo sh free of charge - if you do not have such a code, you should first contact Odoo directly.
