In odoo take a multi company scenario where i take three company 1,2&3 company where i want to transfer material from 1 to 2 where i create a sale order from company 1 and i want based on sale order in company 2 a RFQ to generate based on the company 1 sales order so that i can track the link how to configure this

You are looking for what is known in Odoo as Inter-Company Transactions (Settings -> General Settings -> Inter-Company Transactions).
You can configure this per company to define whether a sale of Company A to Company B should lead to a purchase of Company B from Company A or vice versa.
