To add view without model,we must specify view type.
Try something like                                          

<record id="view_id_something" model="ir.ui.view">
	​<field name="name">view.namefield>
	​<field name="type">qwebfield>
	​<field name="arch" type="xml">
	​	​<div>
	​	...​
	​	​div>
	​field>
record>

Yes, its posible to create a view without a model.

You can create a view, call that view from the menu and in the action of the buttons triger the other action view.

    <record model="ir.ui.view" id="view_planificador_text">
        <field name="name">view_planificador_text</field>
    </record>

and with:

    <record model="ir.ui.view" id="view_planificador_text">
    </record>

and with:

    <record model="ir.ui.view" id="view_planificador_text">
        <field name="name">view_planificador_text</field>
        <field name="arch" type="xml">
            <label string="Test"/>
        </field>
    </record>

but it cause error in server, how is a view with a text and a button?
