In standard Odoo behavior, a quotation (draft sale order) is automatically created as soon as a product is added to the cart  even for public users. This is how the eCommerce flow is designed, so there is no out-of-the-box option to fully prevent quotation creation at this stage.

Even if “Sign in at checkout” is set to mandatory, it only restricts order confirmation, not cart creation.

To achieve your requirement, you may consider:

• Customizing the eCommerce flow to delay quotation creation until the user logs in or proceeds to checkout, or
• Implementing a cleanup mechanism (e.g., automated action) to periodically remove quotations created by public users.

This would typically require a small customization depending on how strictly you want to control the behavior.

This is standard behavior in Odoo 19. When a public visitor clicks “Add to Cart”, Odoo immediately creates a draft quotation linked to the Public User, even if “Sign in at checkout” is set to Mandatory. That setting only requires login during checkout.

There is no standard setting to prevent this while still allowing anonymous users to use the cart.

The recommended solution is a small customization to require login before “Add to Cart”. Public users can still browse products and prices, but only logged-in users will be able to create a cart / quotation.
