Whether this is possible depends on your Odoo version and the budget model being used.

If the Analytic Budget record has an Active/Archived option, you can archive the budget instead of deleting it, which will remove it from most selection lists while keeping the historical data.

If no archive option is available, you may need a small customization or filter adjustment to exclude old budgets from the project dashboard selection field.

To clarify, the 'Archive' action in the Odoo user interface is conditional. It explicitly checks for the presence of an active or x_active field in the model's metadata before enabling the option in the 'Action' menu. If a model does not have one of these fields correctly configured, the option will not appear
