I'm working on Odoo 19
I have this rule setup
When products are needed in WH/Pre-Production,
Pick Components are created from WH/Stock to fulfill the need.
A need is created in WH/Stock and a rule will be triggered to fulfill it.
My issue is this :
When creating a production even if I have a product available in pre-production Odoo is still creating a Pick Components . How to avoid this ?

You need to modify the way the Pre-Production → Production Rule works, as this is the Rule responsible for the logic of how products are replenished in the pre-production location.
Change the Supply Method from Trigger another Rule to Take from Stock, if unavailable, Trigger Another Rule.
Also ensure your Pre-Production location has the Replenishments set to True, and that you setup MIN / MAX Reordering Rules for each Product you want to store in that location so that Odoo can create Internal Transfers when the Pre-Production location runs out of stock.
With this Rule change, if there are quantities available of ALL components in the Pre-Production location, the first PICK Transfer will not be created.
