I need

1)I want to develop a Custom Invoice report and i need to add a image header and image footer as a external layout and call it to my custom report as separate file, How Can I do it?? 

2) add this layout as a configured layout as a option

You can give Omni Designer a try, which is a visual report designer that supports placing element in header and footer section. Check out: https://apps.odoo.com/apps/modules/18.0/omni_designer .
