I am looking to have a form on my website create a project. Ideally I want my client to be able to submit ongoing work and have it fall into my project pipeline where I have automations to set tasks per project and have the users be able to track the project. Any help would be appreciated.

You can use odoo built in website snippets to create form and generate project. it might be too open to public. You can create a custom field using studio e.g. Verified and filter unverified projects from backend user view to reduce the noise
You need website designer access right in order to create the form.
Go to your website page. Click Edit on the top right
Select Form Snippet (Not Contact Form)
Drop it to your desired Section
Click on the form created
On the right side you will get the options to select your fields and action object.
