Ok, o I spent 5 hours guessing and testing looking threw Odoo Documentation and here is what I found out and I would Suggest to Odoo to have it in their documentation under Users.

So when you run into website User issues when login in to websites you need to check the following:

When you look at the code a lot of stuff is referenced to Contacts. Which does and doesn't make sence but once you understand this you will know where to look for user problems. 

The Answer was Simple:

1. Go to Contacts App

2. Find the Contact that is linked to the user in question (You can find this under Employees)

edit the contact and click on the Sales & Purchase Tab

3. Look at the Section Misc

4. the Website Line controls what Site or Sites a user can log into (when you mouse over it does say restricts publishing to this site - which I guess means Log in )

If you select a website name that will be the only site the user can log into if you leave it blank it will allow the user to log into all of them.
