I can't find automation rules in technical settings (developer mode is on, Odoo 18 community edition, self-hosted). And there is no such module available for installation in "Apps". Is it available only for enterprise edition?

It is avaialble in community version also.
Make sure that you have enabled Activate Developer Mode(Settings → Activate Developer Mode).
Also verify that below app is installed in your DB.

Search after removing default "Apps" filter.
I don't have "Automation Rule" app available in "Apps". Can i get it somewhere else?
Remove the "apps" filter and it should be displayed (it's a module, not an app)
