Where can I find the VAT report in Odoo 9.0 community?

As long as your localization does not offer one, there is no VAT report in the community edition. You might want to check Probuse's modules for a generic tax report: https://apps.openerp.com/apps/modules/browse?series=9.0&search=tax+report
