Can we create a form ?
Example : I'm a customer, and i need the company to send me a quotation for X product A and X products B.
Is it possible ? (without dev)

Yes, you can create forms using website app, this tutorial might help

and if we don't want to use the website app ?
Am not aware of any other model which has a form.
Another way could be use an email alias to create a new quotation
