What Version of Odoo are you actually running and what data/actions related to the Fleet are relevant to your use case? Because Odoo 19 actually supports local storage of data if you happen to have previously in that browser session visited a record (i.e. prior to entering said area, navigate through all Fleet records in order to have the available (readonly) in the browser storage when offline).
First of all, thanks for the response. This is not a solution yet. We are participating in an RFP from a client who is requesting the development of a Fleet Management application. In this RFP, they require offline functionality. We showed them what we have developed in Odoo 18, which they really liked, but we haven’t yet solved the offline functionality. They want all Fleet Management interactions in the field to work offline, which means functionalities such as completing vehicle condition forms, odometer readings, taking photos and videos, performing the entire vehicle inspection, etc.

Odoo’s Fleet Management app is web-based and requires an internet connection, so it does not natively support offline operation. This can be a challenge for environments like mining sites where there is no cellular or Wi-Fi connectivity.
To achieve offline functionality, options include developing a custom mobile or tablet app that stores data locally and syncs with the Odoo server when connectivity is available, or deploying a local Odoo instance on-site with periodic synchronization to the main database. Both approaches require custom development and careful handling of data conflicts.
