Im trying to add a tax calculation for a product with variants. And would need to add the recycling fee if sold in local country but removed if sold abroad. 

I tried to add just a fixed tax of 0,10€ and that "works" but as i have variants and the top product have price of 0€ it adds the 0.10€ to that one also. Is it possible to add the tax only to products >0€ somehow? 

Then next issue is that the different containers variants have different recycling fees... And variants inherit the tax from all other products variants. So removing the tax in top product and adding it separately to a variant gives it to all others also. 

Or better to just give up on this and create separate products completely?
