Can we install odoo 14 on server windows before buying the license ?
Is there any trial period ?

Yes, you can install Odoo without buying a license.
Check the documentation of Odoo https://www.odoo.com/documentation/14.0/administration/install.html

Up to 15 days you can use the trial version. Otherwise, you can use the community version as you required. But the features will be limited.
