You can try to upgrade the module and see whether the rules are coming.

 If even after the upgrading the rules are not coming means, just uninstall the module and install it once again if there is no relevant data or it is not a live db.

If the above is also not possible, create a another database and see the basic rules in it and just manually look and create it in your current instancce.
