I have already enabled the Developer mode but Studio still appear in my Apps list without the "Activate" button.
Isn't it available in Community edition?

Hi,
The studio module in odoo will not be available for the community edition. It's only available for the enterprise edition. That's why it is showing as without an activate button in your app list. So to achieve this feature you need to upgrade to the enterprise version.
