Does any one know how can I restrict each picking type to the appropriate user?

Use Record Rules. You need to define Group (or use existing Group) and then make the users to be the member of the Group.
The menu is Settings >> Technical >> Security >> Record Rules.
Be very careful if you are using chained location because if you use chained location, there is a possibility user doing Incoming Shipment and Delivery Order need to have access to Internal moves.
@Ivan, I tried that but stuck on the object of the record rule (I tried stock.move) but raises that I miss the read error!
@Guru, not sure what you meant by missing the read error. Maybe you can post the actual message? Also, if you want to restrict by picking type, the best place is restricting whether user can have access to stock.picking (which you'll need to further filter it by type), stock.picking.in (for Incoming Shipments), and stock.picking.out (for Delivery Orders).
