I have a warehouse defined and for each clients inventory a specific location, to keep them separate.
If I need to manufacture a product for that client, I need Oddo to check/reserve only against a particular location.
Available inventory in another location is not available to the manufacture as it belongs to another, different client.
So if I need 10 of widget X for client Bob, and Bob Warehouse Location has only 1, that 187 of widget X are in Franks Warehouse Location is irrelevant and should not show up in the reservation/ needed report.
Is this even possible with Oddo Manufacture? V15. Community Edition
Oh and because of the nature of our business, we have common part numbers across various customers, so I cannot use part number as a means to segregate inventory

Yes, You can achieve your requirement by adding a boolean field in location available for reservation. When this checkbox is tick location is available for reserve the stock. For that you have to change some default flow.

When it is important that products can not be mixed, I would recommend to use different products. If you don't you will always - whatever setup you make - have the risk of mixing up wrong.
If there are different products, you can use different routes and ruiles in Odoo, to manage correct flowes.
