Odoo's QWeb templates cannot detect page numbers natively because page breaks are calculated during PDF rendering, not in QWeb. The page and to page spans you are using are populated by the PDF renderer at render time, and there is no built-in "first page" condition you can use in QWeb.

What you want is not possible with standard Odoo QWeb alone.

Your only realistic option:

Accept that all pages show the same footer format. Most companies do exactly this. The complexity of detecting "first page" inside Odoo's PDF rendering engine requires deep customization that is rarely worth the effort.

If you absolutely need this:

You would need a custom Python module that overrides the report rendering method, manually counts pages before generating the PDF, then injects different footer content per page. This is 1-2 days of developer work and is not recommended for most businesses.

Bottom line: Odoo cannot do what you want out of the box. Use the same footer on all pages or hire a developer for a custom solution.
