Good question, and the distinction is worth clarifying.
The PDP (Plateforme de Dématérialisation Partenaire) certification what you're calling PA is held by Odoo SA as a company, not by a version of the software. It applies to their hosted Enterprise service under Odoo's own infrastructure.
Odoo Community is not covered by this certification, regardless of what you configure. When you self-host Community, you are outside Odoo SA's certified platform perimeter.
Regarding the Peppol configuration available in Community settings: this gives you access to the Peppol e-invoicing network (an international EDI protocol), but it is entirely separate from the French PDP certification. Configuring Peppol does not make your Community instance a certified PA/PDP under French law.
For French mandatory e-invoicing compliance (the reform now phased starting 2026), your options are:
- Migrate to Odoo Enterprise (hosted by Odoo SA) covered under their PDP certification.
- Stay on Community and connect to a third-party certified PDP your Community instance would transmit invoices through a separate certified platform.
