As far as my understanding of what you ask, there is no option like that in Sales module where you can set the default order quantity to >1 but you can use reordering rule for product to set minimum and maximum order quantity to trigger RFQ for the vendor when the product is out of stock or less than minimum quantity. Then you can continue the process. I don’t know what exactly you expecting but if you want to know about how reordering rule behave happy to include more details. Thanks!
