Remove the access rights for creating sales orders from the user groups who should not be able to confirm orders. This will prevent them from directly creating orders. Please note that while the "confirm" button will still appear, clicking it will not result in the creation of any orders. Alternatively, you can utilize the studio for this task, but please be aware that it's not available in the community edition.
