I would add to that... Accounting is the most important module.  You need to know what's going on in your business.  Either get an add-on or integrate.  

As far as Payroll goes, see if there's a localisation.  If not get an add-on, integrate or move on to the next ERP.

Once those decisions are out of the way, then you can consider the rest.  

The backend (OWL and Python) have pretty much been consistent since version 14 (a few changes here and there).  Version 17 has a much better user interface and seems a lot easier to use.

You can go with Odoo 17 Community Edition. Because the recent version comes with lot of new features and compared to 16, there is no loss of features in odoo 16 community.
