with OE 16 we are build a Manufacturing Order which has several Sub Manufacturing orders :
MO001 depends on MO002 and MO003
Is there a way to plan MO0002 and MO003 when planning MO001

Yes there is. And it is new in V16.

many thanks for this input which clarify things for us
Indeed we can adjust the hierarchy of MO by manually linking the last operation of MO2 to the first of MO1 so that MO2 is made before MO1
The next step would be for Odoo folks to make this automatic when Planning MO1, system should plan all the sub MO
