Is it possible to set MOQ on sales orders ?

I don't believe this is possible without some degree of development, such as adding a MOQ field to the product.template or product.product model (depending on your configuration), and having the sale order use the MOQ to assign the default product_uom_qty for the product and restricting less than MOQ via editing the product_uom_qty manually.
