How can I add bootswatch themes on Odoo 11 like "theme sketchy" which I found in https://bootswatch.com. I want it to be included in customize theme panel as well (under "Customize->Customize Theme" menu).

You have to adapt the theme to Odoo. Please read the basic documentation first https://www.odoo.com/documentation/11.0/howtos/themes.html, study the code and structure of the bootstrap theme module and then revert, if you have specific questions.
