Can Odoo do "freight collect" with any of the shipping connectors - i.e. ship through Odoo, but bill to a different client or 3rd party?

What does this look like in practice? Does this only apply to databases with ecommerce installed? We need to be able to input the customer's shipping account number directly from the delivery order UI.
This is indeed an eCommerce feature - the Customer provides the information during checkout on the website. I believe you would need customization to enable Customer shipping account numbers in the back end when managing a delivery order.
