I'm currently running Odoo 10 enterprise on premise using PostgreSQL 9.5 but I want to move to move all the data to PostgreSQL 12. How can I go about this?

Odoo 10 was released in October 2016.
PostgreSQL 12 was released in October 2019.
Major versions of PostsgreSQL are not backwards compatible, so it is not a good idea to migrate to a version of PostgreSQL that was created three years AFTER the release of Odoo 10.
There is a VERY HIGH likelyhood it won't work.
