You can try to delete the Time Format entry in the language settings, but this may lead to problems when using certain functionalities, such as timesheets for example.

This is absurd. You can think about the display of the date/time format for different use cases, but you can not break the functioning of the whole system. Maybe you should elaborate your use case more comprehensibly.
