Does reimporting (same external id) a product create a variant?

Question

I suspect that reimporting (same external id) a product creates a variant.
Is that the case? If so, is it possible to remove all variants for all products directly from database?

Importing any kind of record with an External ID already in the system is treated as an UPDATE, not an INSERT (new record).
