We would like to keep track of pending tasks after each meeting. We would like to be able to register tasks assigned to different coworkers and have all tasks viewable and editable by a manager as tasks are completed.

You should be able to tack tasks using the projects App. With the projects app you can also publish meeting minutes or milestones to a project and then create tasks and assign to coworkers.

Odoo provides Projects module to handel Project/tasks management, it also gives facility for adding timesheet for a particular task.
