When trying to remove purchase related picking / shipment unable to do.
I have cancelled the picking even not allow to delete it !!!?
I getting message like "You cannot remove the picking which is in cancel state!"

Like the warning stated you cannot delete a picking once it leaves the draft state. This is to protect your product history. There used to be a module that allows reopening of delivery and other activities in V6.1 not sure if this is available in V7 and V8 yet.
It should be remove unwanted picking, owner will decide ti delete or not. Once cancelled then just clean it.
