- Is there a workflow engine in the community edition?

- Is there administration tools to manage rôles and habilitations?

No, not all features of the hosted versions of Odoo CRM are available in the community version (open source). The community version offers a solid foundation for CRM functionalities, but some advanced features are reserved for the paid plans (Enterprise).
