My situation: we have some components that we can buy, make (depends
on capacity in own production) or get from our external warehouse. What
is a proper setup, that makes odoo check availability in external
warehous and create a picking before generate MOs or purchase this
components? I have tried many settings, but for now I always get MOs,
even when I have thousands of goods in external WH.

You can get ride on this issue by using default resupply warehouse.
Default Resupply Warehouse your external one.
check in product view route Make To Order & buy and manufacture. and setup reorder level.
