Public holidays overlap restriction

Question

Hello fellow odoo developers.

I am working on a project which encompasses a multi department company each department has its own public holidays however some of these holidays overlap.
I know how to disable the raising of the error but I was wondering since odoo raises an error does that mean that this part is necessary for odoo to do computations for another module?
