Is there a way to tag @Group in chatter, and notify all users within that group? I know you can tag a Discuss channel using #Channel, but it doesn't notify those within the channel.

There is no option for group that notifies people in chatter, however if you want add all the peoples one by one as followers and choose notify in this case if you send a message this will be visible to them also.
However when you add them as followers they can be notified in mails
