You can create the Server Action (Settings -> Technical -> Actions -> Server Actions) with the Model = Employee, Action To Do = Send Email, and set the email template. Click the button "Create Contextual Action" after that you can send the mail to the employees as you describe in your question.

Your created server action will be visible under the action in the employee record(s). You can use that action to send the mail to employees.
