Do you consider building three modules so:

The first module installs the wizard then you can choose which module the user wants to install in the wizard.

Based on the wizard the correct module is installed.

i think its not possible on this way as a configuration wizard before module installation. If you are looking for different views according to user  , then you can use access rights or security rules.
