Purchase Order marked as “Fully Invoiced” even when vendor bill is still in draft

Question

On a purchase order, when I create a vendor bill (still in draft and not confirmed/posted yet), the purchase order status in list view changes to “Fully Invoiced”.
Is this normal behavior?
I expected it to become “Fully Invoiced” only after the bill is confirmed/posted.

This is *expected behavior*, not a bug. Odoo's qty_invoiced on the PO counts any non-cancelled vendor bill — including drafts - to prevent users from creating duplicate bills. No journal entries are posted until the bill is confirmed, so your accounting is unaffected.
*Solution: *post vendor bills as soon as they're ready instead of leaving them in draft. If you need a review step, use an approval workflow.

Yes, this is the standard behavior in Odoo.
The “Fully Invoiced” status on a Purchase Order is updated as soon as a vendor bill is created and linked to the PO, even if the bill is still in draft state. Odoo calculates the invoicing status based on the existence of the bill lines rather than whether the bill has been posted/confirmed.
If you want the status to change only after posting the vendor bill, that would require a customization of the invoicing logic.
